Eiichiro Oda isn’t one to pull his punches, if a character needs to be killed off, he would do it no matter what the fans have to say. The story’s development is what is prioritized and some risks need to be taken to make that possible.
As a result, Garp has always been an extremely overpowered character with many of the fans even calling him capable enough to beat Akainu.

The thing most capable of taking him down isn’t exactly a part of One Piece but within the grasp of Oda. Plot armor is what makes Garp such a strong character and relatively that alone can take it away as well. That alone can make him weaker with the way things are going.
At such a pace, it would be impossible to showcase Garp as a weak character when he can sprint through battles with ease. It wouldn’t make sense for him to step back during bigger battles unless the plot makes it so.
